Paths to participation
Companies can form either pre-set or on-demand consortia.
Pre-Set Consortium (Starting April 1)
A standing, pre-organized team that has formed to offer a complete technology stack to foreign markets on an ongoing basis. This is the 'menu' that U.S. Government representatives will offer to foreign buyers globally.
On-Demand Consortium (Future release)
A team formed by industry in direct response to a specific, identified export opportunity. This type of consortium only needs to cover the technology stack layers required for that particular deal.

How it works

Designated consortia receive priority access and support for facilitated deals.

Selected consortium joins the U.S. menu of vetted, full-stack AI export packages for global, regional, or country-specific markets.
Priority access
Approved consortium receive priority government-to-government engagement, priority consideration for transaction-specific export-control engagement, and priority routing for available Federal financing referrals and interagency coordination.
Transactions
U.S. government representatives are available to facilitate deals between trusted foreign buyers and designated consortia.
Full-stack solutions
Consortia provide complete AI technology packages to foreign buyers.
AI-optimized hardware
The data centers, cooling systems, chips, servers, storage, and networking hardware.
Data pipelines and labeling systems
The tools and platforms used to collect, manage, clean, and prepare data for use in AI models.
